I would still consider DTLS a common protocol, given its usage in OpenConnect, though we may say about DTLS 0.9 (and/or SSL 3.0, etc.).

> Should src/ be out of scope, except generating long-lived key material with certtool?

Some tools are already mentioned in the current version of SECURITY.md, though we can be more specific.
