Yes, it's on purpose. With `--disable-hpke`, all those exposed symbols are defined as a stub. This is to avoid future ABI breakage in downstream, i.e., shipping a package with `--enable-hpke` but at some point switch to `--disable-hpke`, which would crash the applications using the ABI.

The API might change though, as mentioned in the NEWS.
