Yeah, it's good to have these APIs. I also think the import/export step is kind of unavoidable, since GnuTLS key generation and handling use `gnutls_pubkey_t`/`gnutls_privkey_t`, whereas ECH configs carry the public key as raw bytes.
Also nice to have ctx for validation.
