We need a menu item in Kleopatra that empties the
CRL cache by calling "dirmngr --flush"

A new menu "CRLs" after "Certificates" seems reasonable
to me. There a menu item "Empty CRL cache".

Also, the menu item "Update CRLs", currently under "Certificates"
could then be moved to menu "CRLs" ?
