[issue291] gpg configure points to wrong download directory

gnupg-1.9.15:

configure says:
"*** You need libgpg-error to build this program.
**  This library is for example available at
***   ftp://ftp.gnupg.org/gcrypt/alpha/libgpg-error
*** (at least version 1.0 is required.)"

Of course only 0.7 can be get in the alpha directory.
There might be another bug like this:

README:  libassuan    (ftp://ftp.gnupg.org/gcrypt/alpha/libassuan/)

README:ftp://ftp.gnupg.org/gcrypt/pinentry/ .

So libgcrypt might habe the same issue.
