[issue298] document how to add root certificates to /etc/skel

The documentation of gnupg 1.9 is missing information on how to add root
certificats to /etc/skel and how to add them to the truslist.txt there.  The
documentation mentions addgnupghome which can be used to copy /etc/skel/.gnupg
to a user's home directory but doesn't say how to modify /etc/skel/.gnupg in the
first place.
