sexputil.c missing in gnupg 1.9 CVS?

I'm trying to compile gnupg 1.9 branch from CVS.  It seems a file is
missing:

Making all in common
[...]
make[2]: *** No rule to make target `sexputil.c', needed by `sexputil.o'.  Stop.
