The URL on http://www.gnupg.org/(en)/download/index.html
is wrong. (Reported already to the site administrator as issue 680 
in their tracker).

The correct one is
ftp://ftp.gnupg.org/gcrypt/alpha/gpa/gpa-0.7.3.tar.bz2
and check ftp://ftp.gnupg.org/gcrypt/alpha/gpa/
