Traditional Chinese locale for GnuPG 1.4.8

I update Traditional Chinese (zh_TW) locale of GnuPG to v1.4.8, as
http://Jedi.org/temp/l10n/GnuPG/gnupg-1.4.8.zh_TW.po

Please help me commiting it.
