Actually we try not to update libtool due to a not good track record in breaking cross-builds for Windows. IIRC, we still have some custom modifications applied. Most stuff of libtool is actually not required here. I can imagine to have a much simpler version which just gives the correct linker and compiler flags for the supported platforms and does not try to build wrappers for testing and convenience libraries.
