[PATCH 5/5] dilithium-kyber: Added ppc64le dilithium and kyber (i)NTT support.

Updated the following files to ENABLE_PPC_DILITHIUM and
ENABLE_PPC_KYBER, dilithium-common.c, kyber-common.c and
configure.ac
