No.  But I will CC the author of the specs.

I would anyway suggest to use a Yubikey if you have such special
requirements.  In the ~20 years we have not seen a demand for other
retry counter values.  For my experience it does not help if you have
more tries.  Write the PIN down somewhere and store it far away from the
card.

max retry counters using a proprietrary APDU with INS F2.
