Right, except for organizational-wide LDAP keyservers.

Yes, this is an open task.  I think we have several tickets for that.
For example https://dev.gnupg.org/T698 .

Fortunately we know the origin of a key or user-id and are able to look
it up using the original source.  I would also like to see this
feature.  It is getting more important.
