On further investigation, the Debian autoconf package present in Ubuntu 18.04
added support for runstatedir in 2.69-9. So this issue affects the 1.18.3 and
1.17.4 source releases as they were built on Ubuntu 18.04. Upstream autoconf
also added runstatedir support in 2.69b, not just in 2.70.
