Or what dead weight > you mean in this case? I know that RedHat have designed their crypto platform around PKCS #11. No other vendors have. PKCS #11 for smart cards isn't going anywhere, neither does PC/SC. Intel and ARM are all into embedded security. Essentially only Estonia continues with eID cards.
