card_eventmgr detects events at the PC/SC layer.
pkcs11_eventmgr detects events at the PKCS#11 layer

If you do not use a PKCS#11 library maybe card_eventmgr is better :-)

I don't know. I have not used these programs since years.

You should not have duplicated events.
I think it is a bug.
