Yes, provided Postgres was compiled against OpenSSL 3.3.2 or an earlier
3.x.y version.  OpenSSL 3.x maintains ABI compatibility with OpenSSL
3.0, but some new features can appear in 3.(x+1) that weren't in 3.x,
so you should not, for example, use a 3.0 runtime with an application
compiled for 3.1 or later.
