Sorry about the typo, should have been:

      $ ./Configure --prefix=$DEST -Wl,-R,$DEST/lib64 \
          enable-fips linux-x86_64-foo

and perhaps setting the "shlib_variant" to "-foo" (as suggested in
Configurations/README.md) instead of just "foo", makes for more readable
file names, SONAMEs and symbol versions.
