pksd has an option to not allow update of keys from the web 
interface , in the last version of pks, there is an option 
in the pksd.config,  www_readonly .

 For the common use it is set to 0 to allow to update of 
keys, setting this to 1 disallow the update of keys from the
web interface ( I suppose that still keys can be added from 
the mail interface).
