You mentioned wwwkeys.pgp.net, which has one such server as well as a
second that is currently down.  (I shouldn't have counted a/the third
such server for wwwkeys.pgp.net.  The final such server is not in
*.pgp.net.)

I also get a 503 error sending my key (one subkey) to it using gpg.
Worse, "gpg --search" doesn't work for my email address, although
the webpage at http://www.keyserver.net:11371/ does.  Unfortunately,
.../pks/lookup?op=index&search=<email> erroneously returns a keyblock
and the webpage search output uses non-HKP paths and query strings.
These do seem to be recent changes, but ones that decidedly move
away from HKP compliance.  :(
