A few Tor exit nodes:

  http://tor.eff.org/
  http://serifos.eecs.harvard.edu:8000/cgi-bin/exit.pl (exit nodes by country)
  http://belegost.seul.org/ (exit nodes, large page)

allow access to keyservers on port 11371. Since keyserver.noreply.org
is accessible as a Tor hidden service, I recommend that Tor users access
it directly and hereby request that http://keyserver.kjsl.com:11371/ and
http://keyserver.kjsl.com:80/pks/ not be accessible via Tor.
