keyserver.noreply.org difficulties

Hey,

keyserver.noreply.org ran in a bit of hardware trouble.  The current
disk doesn't like DMA anymore so sks is unable to keep up with updates.

I've disabled the keyserver for now, forwarding user requests to
pgpkeys.telering.at with kind permission of its operator.

Also, keyserver.noreply.org has been removed from subkeys.pgp.net.

We should have a completely new box in a month or so.
