Indeed, there is also some variation among these implementations.

Please try hkp://keyserver.kjsl.com and let me know of any problems.
I replace ':' and '%' with '+' instead of escaping them and dealing
with string expansion, and if you ask for a vindex, you'll get some
blend of mr and non-mr output, but neither seem to affect GPG 1.4.1.
