New key server software on ch.pgp.net / pgp.keyserver.ch

Hi

I will change the keyserver software on wwwkeys.ch.pgp.net /
pgp.keyserver.ch to new software which uses gpg to handle the key merging.

This will give a jump in the generated wot, because it can handle keys
which are not handled be the pksd used today.

I try to keep the interruption of the keyserver service as small as
possible. Exact time is not yet fixed, but it will be this weekend.
