Setup Troubles with PKS 0.9.6 and Web Configuration

I would like to ask your help with a couple misunderstandings I have had
as I try to set up my PKS server 0.9.6 for HTTP accessibility on a
Debian box (though I have very little experience with this OS).  I
initialized the PKS database with a .pgp-format keyring, so I have
reason to believe the server is at least passively functional.  Also, I
installed and configured Apache 2 as my webserver, and have found that I
can access the proper "OpenPGP Public Key Server Commands" webpage
remotely, so I assume the webserver is set up more or less correctly.
However, when I try to run PKS, following the instructions in the
README, I run into problems:

First, the file PREFIX/bin/pksd does not exist.  In this directory, I
have eight files prefixed with "db_" and also pgpsplit, pksclient,
pksdctl, pks-mail.sh, pks-queue-run.sh.

Perhaps due to the above, the command "PREFIX/bin/pks-queue-run.sh
/home/white/pks/etc/pksd.conf" hangs indefinitely.

I would much obliged if you would let me know if these commands are
wrong or if I am missing something.  Also, I assume the web-accessible
page will produce the search results list page and submit input keys on
its own; is this the case?  The README implied specific setup was
required, but I am not sure how to implement the "lookup" or "add"
method functionality embedded in the example HTML file provided with the
PKS installation.  Any insight on setup or the web-side configuration
would be much appreciated.  Thank you for your time and consideration.
