subkeys.pgp.net criteria

What, exactly, is the criteria for inclusion in subkeys.pgp.net?

The reason I ask is that there are currently three servers in
subkeys.pgp.net.  All three can safely store subkeys without eating
the key.  However, only two of the three can actually search for a
subkey.  One of the three only allows searching for a primary key.
