We are right now running two keyservers, our good ole
hkp (blackhole.pca.dfn.de) and a brandnew sks, named
pgpkeys.pca.dfn.de (which is still in a test phase).
When we have completed the rewrite of our scripts (doing
statistics, logrotating etc) I expect the HKP to retire.

The SKS seems to be well supported (at least by Yaron),
but has the drawback of being written in OCAML (from
the point of view of someone who is not very firm in
this language).

Difficult to decide. Of course I would like to see more
people actively developing SKS (because that's the horse
we bet on). SKS could be the easiest way, it's already
supporting multiple subkeys, provides information about
the links to other keyservers and handles photo-IDs
(yes, this will be fun waiting for the first guys
distributing offending images in PGP keys... sigh...).
On the other side its always good to have more than one
alternative.
