Re: surfnet keyserver

The only reason that ipv6 is missing in SKS is that there's no standard
ocaml library for it.  But there are some implementations out there that
could be included.  It's just a bit of a pain, and I'm putting it off
until the demand is higher or it becomes standard in ocaml.
