jfs_tune and jfs_debugfs shouldn't be trying to open the device with O_EXCL

Opening the device with O_EXCL used to work when the volume was mounted, but
on the 2.6 kernel it no longer does.  In most cases, we want jfs_tune and
jfs_debugfs to open the device even if it is mounted.  When changing the
journal device, it's probably a good idea to keep the O_EXCL flag, since it
would be best if the volume was unmounted.
