OpenAFS 1.5.16 release available including 2007 DST fix for Microsoft Windows

The OpenAFS Gatekeepers announce the availability of OpenAFS
version 1.5.16.  Source files and available binaries can be

Microsoft Windows:
------------------
OpenAFS 1.5.16 is the recommended production ready release for Microsoft
Windows users supporting all Microsoft Windows operating systems from
Windows 2000 to Windows Vista including both 32-bit and 64-bit
architectures.

IMPORTANT: All users are recommended to upgrade to 1.5.16 in order to
address a serious error that will result in data corruption.  If the
network connectivity to the file server is lost while background write
operations have been queued, the writes will not succeed and that data
will not be written to the file server.  This leaves a hole in the file
filled with NULs.    This bug is present in all releases of OpenAFS for
Windows prior to 1.5.15 and IBM Windows AFS releases prior to 3.6 2.59.

2007 Daylight Savings Time Fix for Microsoft C Runtime Library

Quoted from the Microsoft Knowledge Base articles:

"Starting in 2007, the start date and the end date for daylight saving
time (DST) in the United States will change to comply with the Energy
Policy Act of 2005. DST in the United States will start three weeks
earlier than it has started in the past. DST in the United States will
start at 2:00 A.M. on the second Sunday in March. Additionally, DST in
the United States will end one week later than it has ended in the past.
DST in the United States will end at 2:00 A.M. on the first Sunday in
November. In 2007, DST in the United States will start on March 11,
2007, and will end on November 4, 2007.

"In Microsoft Visual C++ .NET 2003, some C runtime (CRT) functions
ignore the DST rules that are set in the operating system when the TZ
environment variable is set. For example, the *localtime* function and
the *_localtime64* function identify the first Sunday in April as the
start date for DST and the last Sunday in October as the end date for
DST. Therefore, a Visual C++ .NET 2003 application that uses the TZ
environment variable may not work as expected."

This release of OpenAFS for Windows is built using the corrected C
Runtime Library.

Other significant changes:

    * A plug-n-play networking error has been corrected that could
      prevent access to AFS after the Windows operating system resumes
      from a suspension or hibernation.

    * Attempts to remove a non-empty directory now returns the
      correct error code.

    * rxdebug now implements a backoff algorithm to prevent overloading
      a service that is struggling to keep its head above water.

Known issues:

    * Beta versions of the Network Identity Manager AFS plug-in must be
      uninstalled prior to the installation of OpenAFS 1.5.16
    * Windows Vista does not support the old WinHelp file format used by
      afscreds.exe and afs_control.exe.
    * On Windows Vista, afscreds.exe and afs_config.exe are not User
      Account Control (UAC) compatible and must be "Run as
      Administrator" in order to modify the AFS Client Configuration or
      start/stop the AFS client service.
