First OpenAFS 1.8.3 release candidate available

The OpenAFS Release Team is pleased to announce that the first 1.8.3
release candidate, 1.8.3pre1, is now available.

This prerelase brings a variety of bug fixes as well as performance and
documentation improvements, and support for the latest Linux mainline
kernels and macOS 10.14 "Mojave".
