I can't make your wireless card obtain an IP address.  The afslogon.dll
network provider already has the appropriate dependencies set by the
installer to force Windows to wait for TCP/IP to properly start.
If you can't get an IP address, you are going to have to figure out
what is wrong with your network configuration.

After you login you get an IP address so you have network connectivity
when you logout and login again.

This is not an OpenAFS issue.
