I have been asked privately to comment on what the side effects of this
problem are for end users.   In the 1.4.x builds I believe there are no
significant side effects.  In the 1.3.80 build I added a large amount of
data validation code to detect inconsistencies in the lists.  When a
problem is detected the cache manager destroys all of its cached data
and starts over again.   With this correction, the lifetime of data
caching will be increased.  However, its better to have this work
correctly than remain broken.
