afsplhlp.chm is generated from the src/WINNT/netidmgr_plugin/help
directory.  Are you sure that "nmake -f NTMakefile install" completed
successfully?

Is hhc.exe, the HtmlHelp compiler, available in your PATH?

All of the OpenAFS.org installer builds come with symbols packaged in
the installer.  All you have to do is install them.

Debug builds are available in addition to the Retail builds.

The current release is 1.5.18.
