The patches in the README-NT are for the explicit version of Wix that is
stated in the README-NT file.  There is no guarantee that the patches
can be applied to any other version.  Nor is there any guarantee that
the patches are required for any other version.  If Wix fixed the bugs
and added the necessary functionality, the patches are not required.
