There is nothing specific at the moment which prevents an NT build
but the Elders have agreed that we will not go out of our way to support
it.  Areas where we have already made compromises are in DNS support
which now relies on the Windows 2000 DNS API; and in the new code
to support the Power Management functionality which also relies on
APIs only available with Windows 2000 and above.  Other things include
the IP Helper API used in afscreds.exe.  There may be a few more but I
am not keeping track.
