New Library will be required for OpenAFS for Windows Unicode builds

In order to ensure cross platform compatibility, the OpenAFS for Windows 
client must ensure that all filenames are stored in AFS using Unicode 
Normalization Form C.  The necessary functionality is built into vista 
and 2008 but must be added as a redistributable on XP SP2 and 2003.  It 
is not supported at all on Windows 2000.  

The necessary headers, libs, and redistributable packages are available 
in the Microsoft National Language Support Downlevel APIs

Whenever Unicode support is added to the tree this additional SDK will 
become a mandatory part of the build.
