Removal of AFS Client Configuration Files from %WINDIR% and use of the Registry

Polite applications should not be storing their configuration files in 
the %WINDIR%
directory.   This especially causes problems on Terminal Server 
installations.  I can't do
anything about Kerberos at the moment but I can do something about OpenAFS.

In the next release the OpenAFS client will no longer store 
configuration files in
the %WINDIR% directory.  Instead, the Client Configuration directory will be
the OpenAFS Client Installation directory.   This is usually "C:\Program 
Files\OpenAFS\Client".

In addition, there will be significantly fewer files to store in this 
directory.  Of the commonly
used files here is their status:

    afsdcell.ini:  Moved to new location and renamed to CellServDB

    afsdns.ini:  Only used by the old DNS code and therefore is no 
longer needed

    afs_freelance.ini: All of the Freelance data will be migrated to the 
registry on first use.
    The %WINDIR%\afs_freelance.ini file will then be deleted.

    afsdsbmt.ini: All of the data is now being stored in the registry.  
I am still working
     on how migration might be performed.  Warning: as some of the data 
in this file
    is supposed to be "per user" but is instead stored globally it may 
not be possible to
    migrate the information to all users.  Hence, not migrating any of 
it may be preferred.

If anyone has concerns about these changes, please raise them now.
