tickets outside of OpenAFS.  If not, then Kerberos 4, in which case you 
are using the built in
kauth library and the Kerberos 4 server must be listed as the first of 
your servers in the
CellServDB file if you are using something other than kaserver to host 
Kerberos.

Although if you are creating a new cell and not using Kerberos 5 I 
recommend against it.
