GSoC Proposal Draft Submission (Rxcat)

Dear mentors and contributors,

I have submitted the first draft of my gsoc proposal (Rxcat) on the 
website and would appreciate any feedback and pointers. I am continuing 
to refine the document and expect to push an updated version within the 
next few hours, particularly expanding the technical sections and 
clarifying some design decisions. Any comments, suggestions, or areas 
that need more detail would be very helpful.
