Thank you for your report.  I recently discovered this independently and
took a note of it, but forgot to do anything about it!

The -files_per_subdir option was added to OpenAFS very early in its history.
It was part of a change to improve the performance of initializing a large cache.
At first, it was indeed implemented as a 'log' value; later, it was changed to
a scalar, but the documentation was never changed to match.  So this is a 
documentation error.
