Older kext doesn't look related.

What will work, but isn't really worthwhile unless you're out of options,
is rebooting with SIP off (csrutil disable) and then
sqlite3 /var/db/SystemPolicyConfiguration/KextPolicy
DELETE FROM kext_policy WHERE team_id = 'L2TGP62ZXS';
At which point you can be prompted again. But it should be prompting you
(or at least giving you a dialog in the prefs pane) now.
