If this were truly the case it would make the claim that it works in buster
(Debian 10) and not in bullseye (Debian 11) even more remarkable.

The Debian changelog says

openafs (1.8.2-1+deb10u1) buster; urgency=high

  * Pull in upstream patches to fix outgoing connections after unix
    epoch time 0x60000000 (Closes: #980115, #980116)
