small build problem

 Hello,

 With current cvs, make dist does not include agent/smallutils.h
 in the tarball. I kludged around this by adding it into 
 sfsinclude_HEADERS in agent/Makefile.am, but am not entirely
 sure if this is the correct thing to do. 

 Also, what's the point of adding .cvsignore files into EXTRA_DIST
 all over the place? If someone takes the tarball and does cvs
 checkout over it, they come from the cvs anyway...
