You can, if there is a feed for it. Here's an example Java application
(that depends on some Java libraries distributed as jars and also on
some C libraries):

There's also a service that automatically publishes feeds for anything
available through Java's Maven system:

There are various environment variables that control this. e.g. if
$ZEROINSTALL_PORTABLE_BASE is set then everything is stored under that
directory. Check the man-page for more:
