You can tell 0install to download a file without extracting it by replacing <archive ... /> with <file ... />. For example: <file href="http://downloads.sourceforge.net/project/streamtuner2/streamtuner2-2.1 .8.pyz" size="226181" dest="streamtuner.pyz" /> Note the dest attribute specifying the local file name.
