Ah right, 0publish-gui hasn't been updated in a while and still generates
the "old" interface.xsl stylesheet which indeed has the CSS embedded. Other
tools like 0repo and the Windows Publishing Tools generate a "new"
(prettier) stylesheet named feed.xsl which has an external CSS file. There
is no built-in way in any of these tools to customize the name of the
generated stylesheet file, as far as I know.

The key validation process looks roughly like this:
1. Get key ID from signature in feed.
2. Check if key with that ID is already in GnuPG keyring.
  2a. If not, try to download from same location as feed and add to keyring.
3. Verify the feed signature using the key.
4. Check if the key ID is marked as "trusted" for the specific domain the
feed came from in the local 0install config. 
  4a. If not, ask the Zero Install key information server (not a GnuPG
keyserver) whether the key ID is "known" (has been announced to this mailing
list)
  4b. If the key is known and the feed was not previously seen signed with a
different key the key is automatically marked as "trusted".
  4c. If not, the user is asked whether to trust the key for that particular
domain.

You can add an <environment> tag to an <implementation> tag in the library
feed instead of the <requires> tag in the consuming feed.
