Note: I believe the only problem here is getting access to the Windows
certificate store. Otherwise we have to bundle our own certificates,
which would get out-of-date. We could either modify the libcurl C
library we use (I think it has support already, as a compile-time
option), or add support to ocaml-tls. Patches welcome...

I guess we should make a new release for this, right? I've just pushed
some updates for the latest PackageKit API and finished off the new
paths support (was slightly broken for --dry-run), so might be best to
wait a few days...
