You seem to be mixing the <command> tag and the 'main' attribute on the <implementation> tag in the AtariXLXE-test.xml feed.
The <command> tag is intended as a complete replacement for the 'main' attribute, which is mainly still there for backwards compatibility as well as a shorthand for simply cases that don't need <arg>s.
In this case the 'main' attribute on the inner <implementation>s overrides the <command> tags from the outer <group>.
