Python version fails to install

I failed to install the old Python version. (I was going to use the Python
API to get a better idea of the version ordering.) I'm using Arch Linux. I
made a python3.5 virtual environment and installed it with `pip install .`.

I'm guessing my version of tulip is too recent.

The latest Zero Install is OCaml only and does not offer a Python API,
correct?
